Seat assignment hygiene.

The seat-by-feature exercise rate is the proportion of assigned seats that actually exercise the differentiating entitlements of the tier. For E5, the differentiating entitlements above E3 are Defender for Endpoint, Defender for Identity, Defender for Cloud Apps (the Defender suite), Entra ID P2 (PIM, Identity Protection, access reviews), Power BI Pro, Phone System and Customer Lockbox. A user that uses only Outlook, Teams and the Office desktop apps is exercising only the E3 differentiators against an E5-assigned seat.

The exercise-rate output is a per-population disposition: the population exercising the tier, the population that could step down to the lower tier without loss of utility, the population that should step up. The over-assigned E5 pattern.

The over-assigned E5 pattern is the most expensive seat-hygiene failure. An E5 estate at scale frequently shows an exercise rate against the differentiators below fifty percent: more than half the E5 seats do not exercise the Defender suite, more than half do not exercise PIM, more than half do not exercise Phone System, more than half do not exercise Power BI Pro.

The remediation is structurally to step the wider population down to E3 and to carry the differentiating entitlements as standalone add-ons against the population that exercises them. The arithmetic: E5 at scale across the estate against E3-across-the-estate plus Defender for Endpoint, Entra ID P2 and Power BI Pro against the exercising population. On a sizeable estate the saving runs into the eight-figure annual range at enterprise scale.

The over-assigned pattern is reinforced by the renewal-cycle incentive that the LSP and the publisher carry on the seat-tier mix. The wider channel dynamic underneath that incentive sits at the LSP versus direct spoke; the wider renewal-cycle framework sits at the EA renewal cycle spoke.

The under-assigned F3 pattern.

The under-assigned F3 pattern is the seat-hygiene failure in the other direction. F3 seats assigned to users that exercise the Office desktop applications, that exercise advanced Teams entitlements (Teams Phone, Teams Premium), that exercise Power Apps or Power BI, that carry workloads beyond the four-hour-per-week soft cap, are structurally under-licensed against the actual exercise pattern.

The remediation is an F3-to-E3 step-up against that mis-assigned population. The renewal-time arithmetic against the F3-to-E3 step-up is material: the F3-and-E3 mixed estate at the correct boundary placement is structurally cheaper than the alternative pattern (an F3 estate with an audit risk, or an E3 estate that over-pays for the shift-pattern population that does not require the E3 surface). The wider per-user-versus-per-device framework sits at the per-user versus per-device spoke.

The under-assigned-and-over-licensed audit risk: the F-tier four-hour-per-week soft cap and the F-tier population boundary are the audit-relevant artefacts. A buyer that assigns F3 to a knowledge-worker population is structurally under-licensed; the audit reconciliation calls the misplacement, and the renewal-time true-up brings the population to E3.

The dormant-seat clearance.

The dormant-seat clearance is the joiner-mover-leaver (JML) hygiene. A seat assigned to a leaver, a seat assigned to a long-term-absent user (sabbatical, parental leave, prolonged sickness), a seat assigned to a service-account or a shared-account, a seat assigned to a contractor whose engagement ended: each is dormant.

The dormant pool is structurally cleared by the JML automation. Entra ID Governance lifecycle workflows automate the leaver-side deactivation: scheduled on the leave date, the workflow disables the user, removes the group memberships, transfers the mailbox, archives the OneDrive and surfaces the seat for re-assignment. The JML hygiene is the renewal-time true-down lever. A buyer that runs JML automation to the leave-date boundary captures the dormant-seat true-down at the next renewal cycle (or at the next True-Up reconciliation, depending on the EA framework). The renewal-time true-down.

The renewal-time true-down is the central seat-hygiene moment. The EA framework permits a per-cycle seat-count reset: the buyer enters the renewal moment with a directory-and-usage artefact, and the renewal contract is placed against the post-hygiene seat-count rather than the pre-hygiene seat-count.

The seat-count reset is taken on the artefact: the per-population disposition, the over-assigned step-down, the under-assigned step-up, the dormant-pool clearance. The renewal-time conversation reads the artefact and prices the renewal against it. The publisher's renewal proposal will typically place the seat-count against the pre-hygiene estate; the buyer's artefact resets it.

The renewal-time true-down lever is most material at the E5-to-E3 step-down with selective add-ons.
