Now Assist is priced on a user-band basis at the Pro Plus tier. The user count is, on the face of it, a simple input: the number of fulfilment users on the underlying Pro module. In practice, the count is the principal site of negotiation between the buyer and ServiceNow at the renewal table, and the count divergence between the ServiceNow position and the buyer position is the principal driver of the renewal price.
The user-band construct is not a meter; it is a price step. The price moves in discrete bands as the user count crosses each threshold. The buyer position should be that the user count at the renewal date is on the lower side of the threshold for the renewal term, and that the user-count projection across the planning horizon is honest about growth and decay.
